Revolving Loan Fund

The Batavia Development Corporation (BDC) has contracted with the City of Batavia to administer the City’s small business lending program.

The purpose of the Revolving Loan Funds is to foster creation of jobs in the City of Batavia and to assist in the expansion of start-up businesses. Loan payments are recycled back into the fund to provide capital for future business development.

Eligibility:
Businesses that create or retain jobs in the City of Batavia are eligible to apply for loan funds. Please refer to the BDC Loan Application Pre-Screening Form to understand the criteria that the BDC board will use to score loan applications. Businesses must remain in the City of Batavia during re-payment of the loan to avoid default.

Revolving Grant Fund

A City of Batavia Grant Fund has been established to promote economic development and provide grant funding for applicants to implement building improvements for commercial and mixed-use structures, as well as new builds.

The City of Batavia Grant Fund will seek to make lasting building improvements, advance and clean-up blighted sites, and strengthen City economic development projects. The program is administered by the Batavia Development Corporation (BDC) with grant funding decisions approved by the City of Batavia Council.

Grant requests will be reviewed at time of application by the BDC Board of Directors at their next scheduled meeting and referred to City Council with grant description and score for the City’s next scheduled Conference Meeting. The City Manager will present the project to the Batavia City Council, and Council will vote to grant funds out of the Revolving Loan Fund (RLF).

Microenterprise Program

In 2026, the City of Batavia was awarded a Microenterprise Grant through the New York State Office of Community Renewal.

Managed by the BDC, this grant will offer Microenterprise Assistance to provide resources that are intended to support and foster the development of small businesses with grant assistance ranging from $5000 to $35,000 per eligible business. This product is designed to stimulate economic growth by assisting qualifying businesses with funding to create job opportunities for low- and moderate-income individuals.

Tax Incentive Forms

Building owners in the City of Batavia, NY, can access several tax incentive programs to support rehabilitation, development and restoration.

  • RP-485-b Real Property Tax Exemption: For commercial, business, or industrial property improvements (new construction or renovations).
  • RP-485-a Residential-Commercial Urban Exemption: Specifically, for converting nonresidential buildings into mixed-use (residential and commercial) properties.
  • GCEDC Application for Financial Assistance:Used for Payment in Lieu of Taxes (PILOT) agreements, mortgage tax exemptions, and sales tax exemptions on construction materials.
  • Historic Properties:Owners of income-producing historic properties may use the Federal/NYS Historic Rehabilitation Tax Credit application (via NYS Parks, Recreation and Historic Preservation), while homeowners may use Form IT-237 for the NYS Historic Homeownership Rehabilitation Credit.
